Islamabad, Pakistan – The federal capital has moved toward a stricter energy conservation and austerity regime as the Islamabad Capital Territory (ICT) administration issued a fresh notification on April 16, 2026. An official notification from the Deputy Commissioner has been issued stating that all shops, markets, and shopping malls across the city must now shutter by 08:00 pm, including on weekends.

The move, aimed at curbing energy consumption and reducing public expenditures, significantly modifies previous operation hours. While most commercial activities face an early curtain call, pharmacies, petrol pumps, and dairy shops remain exempted from the time restrictions to ensure public access to life-saving supplies and basic nutrition.

The push for austerity is no longer a suggestion; it is a mandatory shift in the capital’s commercial lifestyle.

The notification also impacts the city’s social fabric, mandating that marriage halls, marquees, and festive events conclude by 10:00 pm. Notably, these rules apply even to private premises hosting festive gatherings. Restaurants and grocery stores have been granted a slightly longer window until 10:00 pm for walk-in customers, though the administration has clarified that takeaway and home delivery services are permitted to operate beyond these hours.

While physical storefronts go dark early, the digital economy remains lit with no restrictions on home delivery services.

Critics of the move have expressed concerns regarding the impact on small business owners and the service industry, which often thrives during late-evening hours. However, officials maintain that the “ongoing austerity measures” are a necessary response to the country’s current economic climate.
